THE NORTHERN REGIONAL COMMITTEE OF COOPERATION WITH UNESCO

 

NATIONAL COMISSIONS

The National UNESCO Cooperation Committees are national cooperation groups established by member countries in order to link governmental and non-governmental institutions to the work of this international institution. The policy set down by UNESCO with the National Commissions involves sharing responsibilities with regard to priority projects as to education, science and culture. This shared responsibility encompasses the application of programs and design of projects that respond to the institution direction. There are 190 National Commissions, among them the Mexican Commission of Cooperation with UNESCO.

Fundamental information on UNESCO countries membership is found under Article VII of the UNESCO Charter and on the Charter of National Commissions for UNESCO.

The effectiveness and strength of the National Commissions of cooperation with UNESCO constitute an invaluable element for the success of the organization. Results expected from these commissions is their becoming the main correlation of UNESCO with the action network for the planning, execution and evaluation of strategic programs.

One of the main tasks of the commissions is counseling the representatives of UNESCO member countries before the executive Board and the General Conference.

MEXICAN COMMISSION OF COOPERATION WITH UNESCO. (CONALMEX.)

This Commission provides technical, consulting and follow-up support for the execution of the education, science, culture and scientific broadcast programs established by UNESCO. Its purpose is to organize and coordinate participation of the educational sector in programs put in place by UNESCO, as well as encourage participation in such programs by educational, scientific and cultural organs and organisms.

In order to perform adequately, in March 1983 CONALMEX put in place four Regional Commissions in Guadalajara, Monterrey, Hermosillo and Villahermosa. The only commission in operation is that of the country’s south-southeast region, with headquarters in the state of Tabasco.

The following are the current committees and sub-committees of the national Mexican commission:

· Education
· Exact, Social and Natural Sciences
· Sub-committee of the Man and Biosphere Program (MAB)
· Sub-committee for the Intergovernmental Oceanographic Commission (COI)
· Culture
· Information and Computer science
· UNESCO worldwide, cultural and natural patrimony
· Memoir of the world, and
· IV Southeast Regional Committee (Villahermosa, state of Tabasco.)

In view of the above, and in order to provide substantial support to the International City of Knowledge, a priority of the current State Government, the proposal is that the Regional Committee of CONALMEX be reinstated in the city of Monterrey, state of Nuevo León. Through this committee, both the State and the region will participate actively with UNESCO through the means the organization has created for the execution of strategic programs.

NORTHERN REGIONAL COMMITTEE OF COOPERATION WITH UNESCO

The Northern Regional Committee of Cooperation with UNESCO, with seat in the city of Monterrey, state of Nuevo Leon, was created on August 24, 2004. It is a correspondent and constitutive part of the Mexican Commission of Cooperation with UNESCO in the north of Mexico. Its scope of influence includes the states of Nuevo León, Tamaulipas, Coahuila, Zacatecas, Durange, Chihuahua, Sonora and Baja California and Sal Luis Potosí.

The Regional Committee’s distinctive feature is being a body dedicated mainly to the development of education and the preservation of region’s cultural and natural heritage, supported by Communication and Information Technology (TIC). Its main tasks are research of TIC’s for educational development and the generation of digitalized files for academics and researchers, as well as the knowledge and divulgation of local communities cultural trove.

NORTHERN REGIONAL COMMITTEE MISSION

The mission of the Northern Regional Committee of cooperation with UNESCO is to contribute to peace and human development in an age of globalization through education, science, culture and communication, on the basis of three strategic focal points:

· The promotion of universal principles inspired on shared values to respond to the new challenges of education, science, culture and communication, and protect and strengthen the public good;
· Pluralism, to recognize and safeguard diversity and safeguard respect for human rights;
· The development of autonomy and participation of the new society of knowledge through shaping human and institutional competencies in Information and Communication Technology; an equitable access to knowledge and information; and international scientific and intellectual cooperation.

PURPOSE OF THE NORTHERN REGIONAL COMMITTEE

· Promote, organize and coordinate the participation of the educational sector of Nuevo León and the northern states of Mexico in educational, cultural, science and information diffusion and communications to be put in place by UNESCO.
· Develop priority projects for the region in order to improve the quality of education within the framework of meeting the objectives of the Medium Term Strategy of UNESCO.
· Negotiate research for the development of Information and Communication Technologies in order to improve education to become universal in opportunities at all levels.
· Encourage participation of cultural and scientific educational institutions and bodies in priority programs of the entity, to be developed within a frame of cooperation with UNESCO.
· Collaborate with CONALMEX committees and sub-committees in the achievement of their tasks and the development of the projects proposed.
· Promote international cooperation regarding education, science, culture and communication.
